4.1

Graham Wadsworth, Alberta Gaming and Liquor Commission (AGLC), re: Provincial Regulations

Mr. Wadsworth provided an overview of the AGLC regulations regarding cannabis retail licenses reporting on the licensing process, who can open and work at a private retail store, the background check process, where retail stores can be located, how they will operate, mandatory retail store security measures, the inspection and administrative sanction process and the online system and packaging.

Kelsey L. Becker Brookes, Reynolds Mirth Richards & Farmer LLP, re: Federal and Provincial Legal Framework

Ms. Becker-Brookes reported that municipalities should pro-actively change their Land Use Bylaw to add use classes – zoning, permitted or discretionary and development standards.  She advised that the Land Use Bylaw cannot prohibit cannabis related businesses entirely but can, through zoning, regulate the location and applicable development standards, provided not inconsistent with the Regulations.  Key is that development standards minimize negative impacts on the community.

Jeff Greene, Director of Planning and Development, City of Lethbridge, re: Local Land-use Planning

Mr. Green reported on what’s next for Lethbridge.  A Public Hearing scheduled for Bylaw 6123, amendment to the Land Use Bylaw 5700 on June 11, 2018 followed by second and third reading of the Bylaw. The amendments contained in Bylaw 6123 will ensure the Land Use Bylaw allows for Retail Cannabis Stores when the Federal and Provincial governments legalize the growing, distribution, sale and use of non-medicinal cannabis.

PUBLIC PARTICIPATION/QUESTIONS:

 

During question period, citizens and City Council members posed questions to the panelists regarding such things as types and limits on home grown plants; public consumption and plans for public consumption lounges; use of medical cannabis in rental properties; restrictions on the location of retail stores, definitions of schools and medical facilities; monitoring of out-of- province sales; price control, private sector involvement; protection of growers and producers; waste management of home grown cannabis and zoning for craft cultivation.
